When you install Oracle Grid Infrastructure or when you upgrade an older version to this current version, the Fleet Patching and Provisioning Server is configured automatically in local mode. - Patching Oracle Database with the Independent Automaton
The independent local-mode automaton updates Oracle Database homes, including Oracle Database single-instance databases in a cluster or standalone (with no Oracle Grid Infrastructure), an Oracle RAC database, or an Oracle RAC One Node database.
